Professional Summary

Applied microeconomist working on public policy evaluation in developing countries. Current research examines rural school consolidation, conditional cash transfer programs, financial inclusion through educational incentives, and climate disruptions to schooling. Publications in the European Journal of Political Economy, Journal of Development Studies, and Journal of Economic Inequality, with book chapters at Oxford University Press and IFPRI.   • Pieri, R. (2026). When school consolidation fails: Rural closures, labor supply, and crime in Brazil. Single-authored. SSRN working paper. Estimates the causal effects of rural school closures in Brazil (1997–2023) using the doubly-robust staggered difference-in-differences estimator of Callaway and Sant’Anna (2021) on a panel of 1,579 treated and 132 never-treated municipalities. Identifies population decline, contraction of agricultural GDP, a 25-percentage-point enrollment gap, reallocation of agricultural production away from labor-intensive crops, a female-specific contraction of agricultural labor supply, and a rise in homicides concentrated among young men aged 15–29.
  • Pieri, R. G.; Hakak, L. Women’s Time Allocation and Household Decisions after a Large Cash Transfer Increase. SSRN working paper. Estimates the effects of the August 2022 increase in the Bolsa Família/Auxílio Brasil benefit, from US$77 to US$116 per month, on female labor supply, domestic work, short-run fertility, and marital status, using Brazilian household survey data and a doubly-robust difference-in-differences estimator. Recipient women’s labor supply falls by 1.6 percentage points on the extensive margin and by 0.98 hours per week on the intensive margin, with the contraction concentrated in informal employment; married recipients reduce domestic chores by about 1.3 hours per week; there is no effect on short-run fertility; and recipients become 2.3 percentage points less likely to be married or cohabiting.
  • Pieri, R. When Co-resident Pension Income Disappears: Labor Supply Responses in Multigenerational Households. Single-authored. SSRN working paper. Uses a rotating panel of Brazilian households to follow the families of co-resident retired elders who exit during the survey, asking what happens when the pension income leaves with them. When no new members move in, total household income falls by about 44 percent while income per person stays roughly flat; the remaining working-age members raise labor force participation by 2.3 to 2.7 percentage points, an adjustment borne mainly by the retiree’s adult children, whom survivor-pension rules leave uncovered, and enrollment in Bolsa Família rises by 4.6 percentage points.
  • Pieri, R. Fechamento de escolas e validade composicional do Ideb das redes municipais brasileiras. Single-authored. Working paper (PDF). Examines what the network-level Ideb measures when municipalities consolidate school supply, in a panel of 5,597 Brazilian municipalities between 2007 and 2023, combining difference-in-differences with a decomposition of the change in the indicator. The effect of closures on the network Ideb is positive and concentrated in rural closures (ATT of 0.14 point, against an estimate indistinguishable from zero for urban closures), but in that segment the 2007–2019 change is almost entirely attributable to recomposition of the set of schools evaluated: the within-school component accounts for 2 percent of the change, against 71 percent in the full aggregate.
